Later this year, the European Commission is set to publish new regulations on the welfare of cats and dogs, introducing minimum EU-wide standards for their keeping, breeding, and trade.

The connection between human, animal, and environmental well-being is increasingly recognised in public policy, yet several barriers still limit the human-animal bond.

Housing policies, access to veterinary care, and workplace regulations can make pet ownership challenging, despite evidence showing that pets contribute to both physical and mental well-being.

This report will discuss these challenges and explore policy approaches that support a more pet-inclusive society.
