BRUSSELS – The Commission is preparing a series of major initiatives to cut red tape for startups and position Europe as "the best place" for technology-driven companies.

According to a document seen by Euractiv, the strategy focuses on bringing in and keeping talented people from inside the EU and abroad and helping startups scale up.

One key initiative is the "Blue Carpet Initiative," which will boost entrepreneurship education via Erasmus+, make tax rules simpler for people who work remotely across borders and launch a major awareness campaign around the EU Blue Card Directive. The card is a fast-track work and residence permit for highly skilled non-EU nationals.

Another proposal is the “Lab to Unicorn Initiative,” which will help businesses commercialise their innovation. It will finance a European Startups & Scaleups cooperation hub to improve access to research facilities across the EU.

The strategy also suggests a new Charter of Access to improve industrial access to research and technological infrastructures. The initiative is set to provide better information for companies needing access to facilities, such as AI factories.

The strategy is set to be presented at the end of May, with changes expected between 2025 and 2026.
